During the Virginia Ratifying Convention of 1788, whereby passage of the Constitution was in question, Patrick Henry’s suspicion of northern hostility towards Virginia’s interests led him to oppose its ratification. The new Constitution, according to Henry, would give too much authority to a national government likely to use its power against the interests of Virginia.

Henry had not attended the earlier Philadelphia Convention where the Constitution had been created.  When Henry was challenged by a fellow delegate to explain “Why he had not taken a seat at the [Philadelphia] Convention and lent his aid in making a Good Constitution, instead of staying at home and abusing the work of his patriotic compeers?”  Henry is said to have replied, “I smelt a rat.”
